If Butler is out this Sunday, we are going to need Te'o active. There are no other ILBs other than Bird and Walker on the roster correct? I guess Gachkar could fill in also but he is more of an OLB...

Think of it this way: Next year, we'll get both Ingram back plus a "rookie" starter in MantI'R Te'o.

The guy is a hard worker from all accounts, don't think he's been sitting on his ass all this time without studying.
So, obviously sober and not high, I will answer your question with a question: Is he PRACTICING with the rest of the team? Or just going through the motions, by himself (perhaps with a coach) on the sidelines? No pads, no contact, not even full speed (from what I've read).
You're the doctor, doctor...how would you describe an injury that has kept the guy out for going on 6 weeks, and still has him listed as "day to day"? Way too mysterious for my blood. And I disagree that "most of that shit is mental". He needs to be playing; getting GAME experience. Not looking at film, doing a dress rehearsal (without the dress ), and getting "mental reps". Hell, even a seasoned vet couldn't hit the ground running after such a long layoff, IMO.
It's too early to IR him, so I am mostly jesting (it helps to brace me if such an announcement were made). But there is no clear indication that he's coming back this week, next week, or the week after. He needs real playing time.

He was doing side work last week, he practiced with pads on today with the team. Seems like he's progressing ok. From a few interviews the past few weeks, he's been doing work in the pool so he's staying in shape/conditioning somewhat (as expected). I probably don't expect them play him this week, but without setbacks I think he should play next week.
