The unsaid reason is that the officials don't want to be blamed for 'changing the game' by booting a player. I like the way the college game handles "targeting" in that they review the play to see if an ejection is warranted, but then the officials could stop calling those to avoid having to review the play...they'd rather the league office deal with it via a fine or suspension.
