    well it did get a little boring and predicatble to watch Herbert throw to Keenan in blanket coverage and have to plod down the field with 19 play drives

      The two things aren't mutually exclusive. You can have the reliable possession receiver who can make every 3rd down play and get a speed guy

                    Maybe he didn't get the offer until today but he had several weeks to prepare for the legal tampering period and frankly this looks unplanned and a bit of a reactionary move in response to Allen saying no to a restructure.
                    Hope I'm wrong, but from my vantage point, this looks suspicious.
                    You have to cap compliant by the Wednesday deadline before being able to make a trade to clear cap space. They probably also traded him as a last resort because his roster bonus was coming up.
