The game Hortiz is playing right now is waiting for a bargain price or post June 1st comp pick retaining player.

Some players will elect to sign just before the draft, before teams get what they need there.

Don't forget Hortiz isn't afraid to trade for a player, so it's possible we could see a player trade after the draft.
