In the case of Watts, there was no risk in keeping him on the suspended list, because there was no loss in the 53 active list, and the team isn't paying him. He was practicing with the team during training camp, despite the suspension spanning the season break.

TE Kyle Miller being brought back. I hate the thought of it, but I think the Chargers should just IR Green since he can't ever seem to stay healthy.

The 6-5, 262-pound Miller initially joined the Chargers on May 5 off waivers from the Atlanta Falcons. He appeared in all four preseason games for the Bolts, leading them with 11 catches for 66 yards. The tight end was active in Week 1, mainly seeing time on special teams.
